Ndera Neuropsychiatric Teaching Hospital, Rwanda’s only referral and teaching hospital for psychiatry and neurology, provides specialised healthcare in line with Rwanda’s National Health Sector policies and professional ethics. Located in Nezerwa Village, Kibenga Cell, Ndera Sector, Gasabo District, Kigali City, the hospital is 17 kilometres from Kigali City Centre. Established in 1968, it has expanded to include two branches: CARAES Butare (1976) in Huye District and Icyizere Psychotherapeutic Centre (2003) in Kicukiro District.

HISTORICAL BACKGROUND
The hospital was founded in 1968 by the congregation of the Brothers of Charity at the request of the Rwandan Government and the Catholic Church. The Government supports the hospital by setting health policies and providing human resources, while the Brothers of Charity handle administrative matters and manage the daily operations of the hospital.
From 1972 to the present, the hospital has grown remarkably and has expanded its activities, most notably: the creation of a branch in Butare “Caraes Butare” in 1976 and creation of a branch in Kicukiro District, City of Kigali "Icyizere Psychotherapeutic Center" in 2003.
Ndera Neuropsychiatric Teaching Hospital is located in Nezerwa Village, Kibenga Cell, Ndera Sector, Gasabo District in City of Kigali City. The facility is located 17 kilometers from Kigali City Centre. At its inauguration in 1972, the hospital had the capacity of 120 beds. Currently, the hospital has the capacity of 412 beds (274 beds at the main hospital at Ndera, 109 beds at CARAES Butare and 29 beds at Icyizere Psychotherapeutic Center).
The Hospital is integrated into the national mental health policy and actively participates in the decentralization of mental health care. It is a referral and teaching hospital which provides training and supervision of other health care services throughout the country.
The hospital provides services through departments of Director General’s Office, Corporate Services Division, Neuropsychiatric Unit, Mental Health and Nursing Unit, Allied Health Sciences Unit, and the Education, Research, Continuous Professional and Quality Improvement Unit.
To be regional leader in the field of neurology and mental health through the provision of excellent healthcare services accessible to all, as well as a modern medical training.
To provide accessible specialized healthcare, to facilitate training, research and mentorship in mental health and neurology with reference to the National Health Policy.
To provide comprehensive quality health services to all referral level psychiatric and neurological patients.
MANAGEMENT
Ndera Neuropsychiatric Teaching Hospital is owned by the congregation of the Brothers of Charity, through the convention between the Ministry of Health and Brothers of Charity. The Ministry also collaborates with and provides support to the hospital while ensuring compliance to the national policies with regard to the health and welfare of the population. The overall administration of the hospital is governed by the Board of Directors that appoints the senior management of the hospital in charge of daily operational activities.

Br. Charles NKUBILI
Brother of Charity, Director General of Ndera Neuropsychiatric Teaching Hospital
Brother Charles NKUBILI is the Director General of Ndera Neuropsychiatric Teaching Hospital. He has extensive experience in health care, coordination, hospital management and teaching.
He holds a Master’s Degree in Health Systems Management from Kenya Methodist University, Kenya, a Bachelor’s Degree in Public Health from Université Ouverte de Goma, DR Congo, a Diploma in Nursing Care from School of Nursing (INFAS) in Abidjan, Ivory Coast, and Diploma in Religious studies from Centre Lasalien Africain, Ivory Coast. Br. Charles also has certification in Mental Health Care from Saint Martin Hospital of Dave, Belgium.
He is the Director General since 2004. Prior to this position, Br. Charles held various roles at Ndera Neuro-Psychiatric Teaching Hospital and beyond since 1989, including the role as Director of Nursing at the Hospital from January 2003 - June 2004. He was the Coordinator of HVP Gatagara; centers founded by the Brothers of Charity for care of people with disabilities in Rwanda. He was also the Coordinator of School of Mental Health Nurses at Ndera. He also taught in Biomedical Laboratory School at Gatagara.
The Director General represents the Hospital's founder, Brothers of Charity, and monitors the implementation of the convention between the Government of Rwanda (Ministry of Health) and the Congregation of the Brothers of Charity. He makes sure that the vision and mission of the hospital are attained. He is the Chief Budget Manager and oversees the hospital expenditures and revenues to be in compliant to the existing Laws and regulations.
